The success of any new movement or party is all dependent upon the support that it can enlist from the rank-and-file grass roots members. The broader and stronger the roots, the greater the Party can grow.
The State Conservative Party must always be on the lookout for opportunities to develop new local Conservative Associations, Branches or Groups. The advice given in this chapter is no more than a general outline of the approach which should be made, and more detailed arrangements must always be worked out in consultation with the State Executive Committee, who is concerned, of course, with the overall planning of the State organisation.
To this end the Party will appoint a State Co-ordinator who will be responsible for co-ordinating the initial formation of the party utilising all the available resources. The State Co-ordinator will appoint Regional Co-ordinators to operate within a designated region of the state.
The Regional Co-ordinator will advise on the membership of their geographical or administrative area, region or district, to be covered, and they will make arrangements to find suitable Party members to volunteer for Party work and discuss their suitability with the State Co-ordinator with a view to the approval of forming regional division steering Individuals, members of the Conservatives and members of nearby local groups, should be used to initiate and encourage the formation of a new group. An initial grant, or loan, from party funds may be necessary to help in the early development of a new group.
The State Co-ordinator will be appointed by the State Executive Committee to assist with the development and implementation of the Party structure in Victoria. The State Co-ordinator will have the authority to appoint Regional Co-ordinators. The State Co-ordinator can also hold a Regional Co-ordinator position. The State and Regional Co-ordinators will hold no special power or authority other than that invested in them by the State Executive for the sole purpose of growing the party base and implementing the State Party Structure Plan.
