To alleviate the pressure on Melbourne it will be necessary to build two new cities, one in the east and the other in the west. Money that would have to be spent on Melbourne to upgrade the infrastructure, can instead be used to construct the new cities. Both cities will be planned and designed to accommodate a maximum capacity of four million people. All the roads, railways, shopping centres, commercial and residential buildings, will all be mapped out. The cities will then be left to grow organically. To kick start the cities, that is, you need businesses in place to attract the workers, who in turn will live in the city, the Government will need to invest in State owned businesses. The West City will be where we will build the submarines, so there will be significant construction work on building the ship yards and submarine pens. Subject to negotiation, this is where we will situate the Volks Wagon or Audi Motor Vehicle plant, if we can strike a deal with the Germans.
The East City will be where we situate the Possum Works, designing and building the MWT and other fire fighting vehicles. We will also establish the helicopter design and manufacturing plant in this city. Subject to negotiation, this is where we will situate the Leopard 2 tank plant, if we can strike a deal with the Germans.
New housing estate developments will be built in each city with sovereign money. The construction costs will be managed in such a way to enable the building of a four-bedroom house on a 600sm2 block for approximately $400,000 land and house.
Business Tax incentives will be issued to encourage new business start-ups or subsidiary of existing businesses to deploy to these new cities, to start the process of building them up.
Supporting business growth, such as butchers, green grocers, bakers etc, should be organic, as demand for the basics of life grows. As the cities grow and expand, new areas of the city can be opened up to accommodate the growth, as per the original city plan.

With the Government acquiring cheap land, each city will be designed to accommodate 400,000 new houses. It should be possible to sell a 550m2 building plot for as little as $50,000. This should enable us to meet our target of building a standard 4-bedromm home for $400,000.
Unlike conventional Cities, rather than have a centre for commerce, the new cities should be more environmentally friendly with the city centre being a wide open park surrounded by places of workship, the arts, cuisine and culture. Next to the city centre should be an area reserved for sporting venues and music festivals, which will be interconnected by efficient public transport networks to allow for quick and easy access.
The pipeline will travel north to the top of the state. There will be three large water collection reservoir facilities, which will facilitate water distribution through the region. Each water storage facility will be connected to the surrounding area via a network of pipes, enability greater distribution of water to the farming and local communities.
